[pluggo] Open Pluggo with Max/MSP?

Hi - I am just about to buy Max/MSP to start developing my own plugs and applications. I stumbled across a very interesting piece of information in the Pluggo Getting Started manual.

"The ability to open any plug-in made with the plug-in development tools that are part of Max/MSP"

Does this mean, that if I buy Max/MSP and Pluggo - I can open the plugs in the Pluggo package and analyze then and make changes to them?
