[pluggo] Unable to Create Plug-In, only Collective/Application

Hello, I downloaded Pluggo runtime and am on the first tutorial. I tried to the plug-in as a VST by selecting "Build Collective/Application" but when I go to select my format, there is no plugin option, only options for a collective or an application, which the tutorial specifically says not to save as. Does anyone know why I don't have a plugin format option? Do you need the full version, $200 :-(, version of pluggo to build plugins in Max?
